Building a Companion-Animal Decon Station: Flow Before Equipment

A pile of tubs and hoses is not a decon system. The system is the flow: contaminated intake, triage, controlled cleaning, recheck and clean release without crossing paths.

Start with one-way movement

FEMA’s Companion Animal Decontamination Team definition describes a sequence that begins with intake and rapid triage, proceeds through decontamination and monitoring when required, and ends with release or transfer. The physical site should make that sequence easy to follow.

Draw the route on paper before placing equipment. Mark contaminated intake, medical/behavior triage, decon work area, drying or recheck, and clean release. Animals, handlers, clean towels and dirty runoff should not casually cross each other’s paths.

Plan for the animal before the water

Intake needs identification, a leash or containment strategy, a quick medical screen, and a behavioral assessment. Some animals need veterinary stabilization first. Some need a quieter handling plan. Some species or sizes may not be appropriate for the same equipment used for medium dogs.

Build a process for separating personal equipment such as collars, vests, service-dog harnesses and crates. If contaminated gear follows a clean animal out of the line, the operation has created a re-exposure path.

Water, runoff and spray are logistics problems

Texas A&M’s field research uses practical tubs and runoff-control concepts specifically so teams are not standing in contaminated wash water. Their published outreach also notes that a dog decon can require substantial water and staff time. A community plan therefore needs supply, drainage, wastewater disposition, cold-weather protection, and resupply calculations—not merely a hose connection.

Wind, animal shaking and hose spray can move contamination beyond the tub. Barriers, spacing, and handler position should account for that splash zone.

Define the clean-side release rule

Who decides that an animal can leave the decon line? The answer depends on the incident. Radiological incidents may require monitoring and re-monitoring. Chemical or debris incidents may use visual assessment and incident-specific criteria. Persistently contaminated animals may need repeat decon or a holding area.

Write the release decision into the plan so handlers do not improvise it during a busy operation. Then include documentation, reunification, transport, and transfer to shelter or veterinary care.

Capacity planning: estimate the bottleneck, not the best-case speed

A real decon line slows down for fearful animals, medical triage, long coats, equipment removal, cold weather, documentation and resupply. Texas A&M’s dog-decon research is useful because it frames staffing and water as measurable resources rather than assumptions. Community planners can use exercises to learn which step becomes the bottleneck in their own site.

Plan for pauses. A safe holding area, extra clean towels, water resupply, waste containers, lighting, communication and staff rotation can matter as much as the wash position. The line should still function when one animal takes longer than expected or a volunteer needs to leave the hot zone.
